Full Description: In 1914 the Engineering Department that maintained the factory's plant employed almost a thousand men under the charge of Alfred Palmer. In September 1915, following the 'shell scandal' over the shortage of munitions and the appointment of Lloyd George as Minister of Munitions, Alfred agreed to make shell cases as subcontractors of the Pulsometer Co. in Reading. He also arranged for the company's railway system to be used as a marshalling yard for munitions made in the town to provide easy despatch to the Ordnance depot at Bristol. The proportion of women employed increased as more men went to fight and therefore it was mostly women that were transferred from packing to make the shells. The Ministry of War was very impressed by their quality, one tester reported "Every Huntley & Palmers' shell is like a piece of jewellery".
